Test likely public reaction before consultation
Consultation is slow, public, and expensive to reverse. Mass is a way to test how different groups are likely to read a policy, a letter, or a campaign before it leaves the building.
It is not a substitute for statutory consultation or lived experience. It is a way to find obvious problems, competing framings, and second-order effects while you can still change the wording.
